Keith led a multi-disciplinary team based in Abu Dhabi, London, and New York comprised of economic development, real estate, energy, and transportation analysts responsible for the feasibility study and the business plan for the development of Masdar City – the Abu Dhabi government’s $20 billion “green” city which is planned to be the world’s first carbon neutral city.  He coordinated closely with the London office of Foster+Partners, master planners of Masdar City, and their engineering, renewable energy, and cost estimating consultants to adjust and refine the master plan and the supporting infrastructure technologies to enhance the project’s financial feasibility and attraction to private investors.  The business plan was approved by the Abu Dhabi government.

Keith led a multi-disciplinary team of real estate, hospitality, retail, and construction consultants that were responsible for conducting a feasibility assessment of Destiny USA, a proposed $5+ billion retail and entertainment destination resort in Syracuse, NY.  The team was responsible for the review of the project’s development strategy, market and financial projections, the design and construction plans as well as the operations strategy for an innovative retail and entertainment concept that would also incorporate renewable and sustainable energy technologies.  Keith coordinated closely with the Destiny management team and oversaw the preparation of several reports that recommended changes and improvement opportunities to enhance the viability of the project.

Coney Island

Strategic Redevelopment Plan

Keith managed a team comprised of urban designers, architects, engineers, real estate analysts, and event planners responsible for developing the master plan and development strategy for the $1+ billion redevelopment of the historic 90-acre Coney Island site in Brooklyn, NY.  Keith was also responsible for demographic and market demand analysis, project budget analysis, and developing estimates of the magnitude of public sector and private sector investment and he was involved in several community presentations with project stakeholders.  The final report consisting of redevelopment options and strategies provided a framework and perspective for New York City development officials and the community to make decisions and inform their review of proposals offered by private developers.

College Park, Memphis Housing Authority
Public Housing Privatization Project

Keith was the Memphis Housing Authority’s (MHA) Program Manager for its $70 million project involving the privatization of a former public housing site into a new mixed-income housing residential community. The project was financed through a combination of a Housing and Urban Development (HUD) HOPE VI grant, low-income housing tax credits, and City of Memphis funding. Keith’s responsibilities included managing the developer selection process (RFQ and RFP) and developer agreement process.  He managed a team of tax credit specialists, architects and urban designs responsible for reviewing the developer’s financing strategy, master plan and design and construction plans.  He was also responsible for reviewing project budgets and overseeing the administration of social services programs associated with the project.

Historic Renovation and New Construction Project

Keith provided on-site project management oversight services and advice to Cleveland Public Library’s senior management for the $100 million renovation of the landmark library building and construction of a new high-rise expansion wing.  His responsibilities included monitoring the construction budget, contractor performance, review of request for payments and change orders.  He also represented the library interests when design and construction issues arose with the Library’s Construction Manager (CM) and the architectural design team.  Given the complexity and uncertainties associated with major renovation projects, he advised the Library on establishing reasonable contingency budgets as well identifying and rejecting proposed change orders that were not attributable to the client such as design errors and omissions as well as construction errors and delays.

New School Construction and Major Renovation Projects

Keith was responsible for the oversight of the design and construction of over $150 million in new construction and major renovation of intermediate and high school projects in Brooklyn, NY. His duties involved coordinating programming requirements and the preparation of project budgets and schedules with Board of Education officials, reviewing design and construction documents, coordinating the construction contract bid/award process, and monitoring Construction Managers (CM) and contractor performance.  He was also responsible for approving contractor payments and change orders.  His role required close coordination with project stakeholders including local government officials, school administrators and teachers, as well as parents and other community members.
